James Whisler has been a long-time participant at LCSD board meetings and applied to be appointed to the board when the Phil Cowee lead board selected Neal McIntyre II. James has frequently questioned the board over their transparency, particularly with curriculum choice and their apparent behind-the-scenes dealing, like the huge pay increase for Superintendent Workman in mid-2023 and the appointment of Tim Logan as the 2024 - 2027 Superintendent without looking at any other alternatives.

While these might be seen as vague, his a opponent has simply acted as a yes-man for anything Phil Cowee supports.

Neal McIntyre II is the son of Fernley Mayor Neal McIntyre and this family connection may have had an influence on his selection by the board. He apparently didn't even provide the "required" resume before being selected. Was he pre-selected before applying? We'll probably never know.
Since his appointment to the board (lead by Phil Cowee), McIntyre has largely acted as a rubber-stamp for Phil Cowee. McIntyre rarely, if ever, asks challenging questions of the school personnel who come before the board for approvals. He's generally pre-disposed to agreeing to what they ask for without probing below the superficial payer of the request. It's as if the appointment of McIntyre just gave Phil Cowee two votes.
